PDF Organizer renders every page of an uploaded PDF as a thumbnail using pdf.js, then lets you drag pages into a new order, rotate them individually or mark them for deletion, before rebuilding the document with pdf-lib. Everything happens locally in your browser, so the file is never uploaded anywhere.
